Looks like they did the whole cutting Emi's hair angle really well, which had the fans crying out to Yoneyama to not do it and tears all over the place.

First Obihiro jumped in the ring and tried to reason with Yoneyama. Yoneyama told her that Sakura had agreed to this so it must be done. Obihiro didn't want to hear it, so Emi got up and spoke to her student face-to-face and then returned to the chair.

As Yoneyama began to cut with the scissors, Obihiro tried to charge her but her fellow students and Bolshoi held her back.

The Ice Ribbon girls fell in a heap and cried for their leaders lost locks...

Yoneyama, herself overcome with grief at cutting Emi's hair and her students sobs stopped and let a barber they had on hand finish the cutting with electric clippers.
"Is it the face of a winner?"

As for Emi, she sat in silence as her hair was clipped. Many fans were impressed by her honor and fortitude.

I've only been to one ICE RIBBON show at Korakuen Hall but I've seen others (even though this happened in JWP). Ice Ribbon is VERY good at tugging at the heartstrings of fans as they all wear their emotions on their sleeves. When Emi invariably cuts the final promo in tears as the fans chant her name it's...well...it's fucking touching.
This blogger wrote that the fans all seemed to be in shock and silence at the end of the show, not happy and cheerful like usually. He wrote that he's not sure if he wants to see this type of sadness and grief with Ice Ribbon girls...
